With greater opportunities for interaction with bidders than in other tendering procedures, these approaches can unlock significant value—but they also raise complex questions about how to stay within the boundaries of procurement law and how far negotiations and dialogue may go in practice.   • Designing the process: How do you plan and conduct a good, flexible dialogue or negotiation process that is both efficient and compliant, from initial market dialogue to final offers?
